I realize that I am very late to this thread, but the posts (here and here) on, Mika Brzezinski, the female co-host of Morning Joe and the resulting conversation about whether or not her dress was provocative was very interesting. I didn’t find her dress in the photo you posted all that immodest. In fact, I watch Morning Joe pretty regularly, and I think that Ms. Brzezinski dresses quite modestly as she seems to want to be taken seriously as a journalist, first. She takes her duty to the sisterhood of feminism quite seriously, as her book title implies.
However, I wonder if you’ve seen the photo gracing her book cover? That, I found highly immodest and sexually provocative! Everything is covered, yes, but the choice of a masculine style, tailored shirt coupled with her stance caused me immediately to think that she was attempting to appeal to potential male readers, not as a serious journalist, but as a sexy, take charge kind of woman. You can see the cover here, if you haven’t seen it.

It’s a boyish kind of sexiness. Did you know she says in her book that when she lost an earlier job, she came home and found her eight-year-old daughter on the floor in a fetal position? Her daughter was devastated by her mother’s sudden career blow. It’s the ultimate feminist fairy tale: My children want me to neglect them.
