This is the right idea.  All top-down movements are doomed to failure through co-option or destruction.  Bottom-up is the only way, spreading ideas man-to-man like a virus.  It’s how the primitive Church was formed, organized and propagated.

You can kill leaders.  You can blackmail and extort them.  But you can’t kill an idea whose time has come.

Along with this organize your neighbors socially, legally, and defensively.  Communication, literally the coming together of people, is the only way out.
